  • Government buyers do not expect vendors to hold a public policy degree. They expect the basic homework: what the agency does, which programs it runs, and how those programs reach people week to week.
  • The strongest pre-sales use of GenAI is diagnostic. Ask it to name your knowledge gaps for a specific agency meeting, then ask whether you can realistically close them before you walk in.
  • Vocabulary is the entry fee. General revenues against federal funds, Medicaid against Medicare, a grant against a competitive RFP: those distinctions decide whether a vendor sounds like a partner or a tourist.

Jud Neer

Jud is a Senior Industry Principal within the Future of Work Practice at Infosys Public Services. He has 25 years of experience selling and delivering policy-forward technical solutions for diverse government agencies including defense, elections, public safety, unemployment, and workforce development. His portfolio includes an emergency modernization of the Rhode Island unemployment system during the COVID-19 pandemic, delivering an MVP in 10 days that increased throughput a hundred-fold, putting much needed support into the hands of tens of thousands of residents.

Focused on building systems and organizations that promote human flourishing, Jud’s roles have included sales engineering, product management, software development, cloud architecture, and technical management. Prior to coming to IPS, he was the CTO of RIPL, a civic tech non-profit, and before that led the state and local government delivery practice for Amazon Web Services Professional Services.

Jud holds a B.S. in Mathematics and Computer Science from Cedarville University. He writes regularly on the intersection of technology and humanity on his blog and enjoys running and playing bass (though not at the same time). He has two adult daughters and lives with his wife in San Diego, California.

Abby McQuade

Abby McQuade is a Senior Manager, Client Services, at Infosys Public Services, where she works within the firm's Future of Work & Public Services Practice leading capture, partnerships, and policy strategy for state government modernization work spanning prevailing wage systems, tax and revenue administration, constituent services, and government operations and shared services. She came to IPS from Research Improving People's Lives (RIPL), where she served as Chief Business and Strategy Officer and Chief Operating Officer. Before that she spent a decade in Rhode Island state government, including as Senior Advisor and Chief Innovation Officer at the Department of Labor and Training, where she led the department's modernization agenda: overhauling the state's unemployment insurance system during the COVID-19 pandemic, adopting cloud-based platforms across the agency's programs, restructuring its business operations and budgeting systems, and standing up the performance measures used to run them. She began her state government career as a budget analyst at the state's Office of Management and Budget and House Fiscal Advisory Staff.
